Mall in Columbia Updates Frequencies
The Mall in Columbia recently modified its license. Repeaters on 461.4500 and 464.1250 were added to the previously licensed repeater on 464.8750.
The mall has been monitored using an unlicensed repeater on 461.1125; this has probably been replaced by these newer frequencies.

Verizon Center Moves to Capacity Plus, Enables Privacy
The Verizon Center is now using a three-frequency MOTOTRBO Capacity Plus system. The groups monitored (102, 109, 111) were using Privacy. The system also appears to have Restricted Access to System (RAS) turned on. This means that only authorized radios can transmit or receive on the system. (This does not affect the operation of DMRDecode or DSD, but there is nothing to monitor with DSD anyway because Privacy is enabled.)
The other 461 MHz frequencies previously in use are being used as MOTOTRBO conventional repeaters. All groups on these frequencies are also using Privacy:

Jefferson Hotel Using Capacity Plus System
The Jefferson Hotel is using a MOTOTRBO Capacity Plus trunked system. During the time I monitored, only two groups were found, but there may be more. (Only one group is listed on RadioReference, because I was unable to confirm a definite use for the other.)
No activity was monitored on the hotel's two previously-confirmed MOTOTRBO simplex frequencies (456.4625 and 462.3500), but they may still be in use.

DSD+ Program Released
A "new" version of the Digital Speech Decoder (DSD) program has been released in the last few days. DSD+, which is separate from DSD, provides much better audio decoding. The program also allows for selecting input/output. There is a RadioReference thread about DSD+ here.
DSD and DSD+ allow one to decode Project 25, DMR/MOTOTRBO, and NXDN audio. The latter two formats cannot be decoded by scanners.

NSWC Dahlgren Changes LTR System
The LTR system used by the Naval Surface Warfare Center, Dahlgren Division has changed frequencies. All talkgroups still appear to use voice inversion.
Interestingly, a guard was observed at the main gate yesterday, and he appeared to have a UHF handheld radio, possibly manufactured by Harris. This radio would probably operate on the Joint National Capital Region system, but Dahlgren's site on the system continues to only broadcast traffic for other installations in the region, such as NSWC Indian Head and Patuxent Naval Air Station.
