Georgetown Business Improvement District FCC App

The Georgetown Business Improvement District (BID) has an application pending before the FCC. The app calls for simplex on 461.0250, 461.9500, 463.3250, 464.1750, and 464.3875. The frequencies are coded for analog and MOTOTRBO.

461.0250 [ d132] has been in use previously by the BID, but was not licensed.

NoMa Business Improvement District FCC App

The NoMa Business Improvement District (BID) has an application to its license pending before the FCC to add the MOTOTRBO emission designator to its repeater on 461.5875.

Mall in Columbia Updates Frequencies

The Mall in Columbia recently modified its license. Repeaters on 461.4500 and 464.1250 were added to the previously licensed repeater on 464.8750.

The mall has been monitored using an unlicensed repeater on 461.1125; this has probably been replaced by these newer frequencies.

Verizon Center Moves to Capacity Plus, Enables Privacy

The Verizon Center is now using a three-frequency MOTOTRBO Capacity Plus system. The groups monitored (102, 109, 111) were using Privacy. The system also appears to have Restricted Access to System (RAS) turned on. This means that only authorized radios can transmit or receive on the system. (This does not affect the operation of DMRDecode or DSD, but there is nothing to monitor with DSD anyway because Privacy is enabled.)

The other 461 MHz frequencies previously in use are being used as MOTOTRBO conventional repeaters. All groups on these frequencies are also using Privacy:

The Verizon Center has an application pending for the Capacity Plus system; the rest of the frequencies are covered under an older license (which doesn't have emission designators for MOTOTRBO).

Jefferson Hotel Using Capacity Plus System

The Jefferson Hotel is using a MOTOTRBO Capacity Plus trunked system. During the time I monitored, only two groups were found, but there may be more. (Only one group is listed on RadioReference, because I was unable to confirm a definite use for the other.)

No activity was monitored on the hotel's two previously-confirmed MOTOTRBO simplex frequencies (456.4625 and 462.3500), but they may still be in use.

Security Walls, which provides contract security services for two IRS facilities in the area, has an application pending before the FCC. The app calls for simplex on 457.8375, 452.5125, and 457.6375 at IRS Headquarters at 1111 Constitution Ave. NW in DC, and for simplex on 457.4125, 452.1125, and 456.6875 at the New Carrollton Federal Center at 5000 Ellin Rd. in Lanham in Prince George's County.

DSD+ Program Released

A "new" version of the Digital Speech Decoder (DSD) program has been released in the last few days. DSD+, which is separate from DSD, provides much better audio decoding. The program also allows for selecting input/output. There is a RadioReference thread about DSD+ here.

DSD and DSD+ allow one to decode Project 25, DMR/MOTOTRBO, and NXDN audio. The latter two formats cannot be decoded by scanners.

National Public Radio, located at 1111 N. Capitol St. NE, recently modified its license. Repeaters were added on 462.0250 and 463.3750.

Georgetown University Hospital Modifies License

Georgetown University Hospital recently modified its license. MOTOTRBO emission designators were added to the repeaters on 463.2000, 464.4750, and 464.8250, an analog/MOTOTRBO repeater was added on 452.1500, and a MOTOTRBO simplex frequency was added on 457.1000.

NSWC Dahlgren Changes LTR System

The LTR system used by the Naval Surface Warfare Center, Dahlgren Division has changed frequencies. All talkgroups still appear to use voice inversion.

Interestingly, a guard was observed at the main gate yesterday, and he appeared to have a UHF handheld radio, possibly manufactured by Harris. This radio would probably operate on the Joint National Capital Region system, but Dahlgren's site on the system continues to only broadcast traffic for other installations in the region, such as NSWC Indian Head and Patuxent Naval Air Station.

DCFD Encrypting in Early 2014?

DC Fire may encrypt their communications in early 2014, according to a post on Scan-DC. The switch to encryption may coincide with DC Fire's adoption of APX radios when they transition from the Project 16 system to the Project 25 system.

Metropolitan Police are already on the Project 25 system, and most of their communications are encrypted, with the notable exception of the Citywide 1 talkgroup.

Costco FCC License

Costco, located at 4725 West Ox Rd. in Fairfax, was recently licensed for a repeater on 152.3300.

Verizon Center FCC App

The Verizon Center has an application pending before the FCC. The app calls for a MOTOTRBO trunked system (probably Capacity Plus) on 461.1500, 461.2750, and 461.4250.

These frequencies were among eight previously licensed to the Verizon Center. Because the arena will now use a trunked system, fewer frequencies may have been required.

Fort Belvoir Fire Using Fairfax System

According to a post on Scan-DC, Fort Belvoir Fire radio is out of service until Friday. For the next few days, they'll be using Fairfax County channels 41H and 41I.

Uniden Announces New Scanners

Uniden announced two new scanner models today. The handheld model is called the BCD436HP, and the base/mobile model is called the BCD536HP. Both will be able to monitor Project 25 Phase II communications, like the PSR-800. The models borrow much of the technology and features of the HomePatrol, including a 4 GB SD card for RadioReference database storage and audio recording, Discovery and Analysis modes, and USB connectivity.

Information on the new models, including a user manual and programming software, is available at Uniden. (The site is often slow and unresponsive; one may have better luck looking for info on RadioReference.)

The scanners should be available for purchase in January. The BCD436HP is expected to retail for about $500, and the BCD536HP for about $600.

Union Station FCC App

Union Station has an application pending before the FCC. The app calls for repeaters on 464.5250, 464.5750, and 464.7750, and simplex on 464.8250 and 464.8750.

Union Station was previously licensed for similar frequencies.

Capitol Police Trunked System Active

The Capitol Police Project 25 trunked system is active. The system is in the testing stages, with encrypted voice traffic on a single talkgroup, according to this RadioReference forum post.

DC Streetcar Testing

Thanks to the new DC trunked system software-defined radio, I've identified another city services talkgroup. 35632 is being used for streetcar testing. The first phase of the streetcar system is expected to go in service by March 2014 along H St. NE in the District.

According to a RadioReference forum post, Prince George's County upgraded its trunked system to Project 25 Phase II (from Motorola X2-TDMA) last Thursday. The PSR-800 is currently the only scanner that can monitor Project 25 Phase II.

There are many things to monitor for Sunday's Marine Corps Marathon. Last year, I posted suggestions for monitoring in advance of the race, and then finds after the race concluded. Redskins Game Tonight

The Washington Redskins open their season tonight at 6:55 at FedEx Field. Here are some monitoring suggestions:
Other frequencies monitored previously at FedEx Field can be found on the Prince George's County page. With a decent antenna, it may be possible to monitor the LTR system and the UHF conventional repeaters from some distance away from the stadium; I monitored them from downtown Washington last year.

ESPN is televising the game, so their frequencies may be active. From previous events, I suspect they use 464.5000 and 464.6500.

UVA Football Game Finds

Prince William Testing P25 System

Prince William is doing grid testing on the Project 25 system. Talkgroups 5001 and 5002 are being used in FDMA mode, and talkgroups 5003 and 5004 are being used in TDMA mode. (To monitor the TDMA talkgroups, a PSR-800 scanner is required.)

Stafford Sheriff Unencrypted Talkgroup

Talkgroup 4527 on the Stafford County trunked system was active tonight. An exact use could not be determined, but it may have been used for traffic control after a high school football game. The talkgroup was unencrypted, even though the majority of Stafford Sheriff talkgroups run encrypted.

Law Enforcement at High School Football Games

High school football season is underway, and law enforcement was monitored on a few talkgroups in north-central Virginia tonight:

Prince William P25 System Online

Prince William has turned on their Project 25 trunked system, which will eventually replace the current Project 16 trunked system. The control channel is 853.8500. No talkgroups monitored so far, but the system is probably in the early stages of testing.

Charles County Schools MOTOTRBO Update

Charles County Schools may be doing testing on their MOTOTRBO system. Yesterday, 152.9825 had MOTOTRBO on it, but it appeared to be conventional MOTOTRBO, not Capacity Plus or Connect Plus. Perhaps the radio techs are testing the system in conventional mode before "turning on" the trunked system. (From my location in Fredericksburg, I am too far away for DSD and DMRDecode to decode the data.)

Aeronautical Radio has a MOTOTRBO Capacity Plus system running at Dulles Airport. I mapped out the system today, but it appears all the groups are using Privacy. That's unfortunate, as there are probably several airlines using the system.

STARS Dumfries Active

The STARS Dumfries site has been active with talkgroups for at least a couple of weeks. The most common talkgroups seen are the VSP Fairfax channels, but I've also seen a VSP Culpeper talkgroup and a Corrections talkgroup. Since this is a "filler" site, the range is limited, but it's certainly welcome for those in the immediate area.

American University MOTOTRBO Capacity Plus System

American University's MOTOTRBO Capacity Plus system is active. At least two sites are on the air. I didn't do much monitoring of the groups in the system, but I noticed one (203) was using Privacy. It's unknown if the whole system is using Privacy, or if only select groups are.

The University has an application to its license to add another two-frequency site. There is also another license.

FleetTalk MOTOTRBO Connect Plus System

FleetTalk has moved to replace their LTR/PassPort systems with a MOTOTRBO Connect Plus system in the Washington area. From Tysons Corner, I was able to monitor three of the sites (Upper Marlboro, Silver Spring, and Falls Church). The users appear to be many of the same ones who previously used the LTR/PassPort systems, as well as users who needed a radio solution after the shutdown of the Nextel network. ID 30007 is a traffic reporting service, and some of its mobile units were commenting on the quality of the system as they drove around downtown DC yesterday. This ID may be Traffic.com, as they were a user on the Silver Spring LTR site.

Fairfax Schools Switch to MOTOTRBO

Many Fairfax County Schools have switched to MOTOTRBO on their internal VHF frequencies. These are the frequencies that are used for personnel inside the schools, not for schools buses and maintenance personnel.

Arlington Talkgroup 76

Last week, talkgroup 76 on the Arlington Country trunked system was monitored. References were made to "RM1" and a "fire marshal." It sounded like the people talking were coordinating response to a fire alarm.

This talkgroup hasn't been seen before, and falls slightly before the local government talkgroups.

452.1125 [ d131]

452.1125 [ d131] (R) was noted in use several times last week. It appeared to be a temporary frequency for coordinating transportation/shuttles for an event. The people using it made reference to a "production trailer," "talent," and "Mandarin Oriental." I thought it may have been used for the Smithsonian Folklife Festival, but I monitored communications on Tuesday of last week, a day the festival was closed.

This frequency/tone was in use at this year's Cherry Blossom Festival Parade, and at the Convention Center during the Inaugural Balls, so it seems likely that it's a repeater set up by a radio rental company.

Independence Day Scanning

There will be lots to monitor in the DC area tomorrow. Just in DC, there is Nationals baseball at 11:05 AM, the National Independence Day Parade at 11:45 AM, the Folklife Festival, Red, White & Boom! at Kastles Stadium, and fireworks at around 9:15 PM.

STARS Dumfries Tower Progress

The STARS tower at the Dumfries truck weigh station appears to be nearing completion. The tower number and frequencies have been added to the RadioReference STARS page. When this tower comes online, it should improve communication greatly in Prince William and Stafford, where there have been issues with reception of STARS.

Convention Center Update

I monitored the Walter E. Washington Convention Center MOTOTRBO Capacity Plus system during an event yesterday, and identified some of the groups. I believe I also saw groups 8 and 11 in use, but I could not identify them. It appears that various contractors for the Convention Center have their own groups on the system.

St. Regis Hotel FCC App

The St. Regis Hotel, located at 923 16th St. NW in DC, has an application pending before the FCC. The app calls for simplex on 451.5125, 451.6625, 452.0375, 456.5125, and 456.6625. The hotel was last monitored using 467.8125 [162.2]. The hotel holds a license for several frequencies, but these have not been noted in use. The hotel also has another license for the same frequencies.

Construction workers working on a building at 9th and I Sts. in DC were observed using radios. The frequency and tone were captured with Close Call: 461.0750 [ d654].

Yesterday, a large student conference or tour group was at the Sheraton Pentagon City (formerly the Sheraton National). The organizers used handheld radios:

Weekend Events

  • The Smithsonian Folklife Festival continues through Sunday, and then runs again from July 3-7 on the National Mall. Last year, organizers used a NXDN repeater on 410.9625 and NXDN simplex on 412.9000.
  • The AT&T National continues through Sunday at Congressional Country Club. Organizers will probably use UHF frequencies. Congressional uses several VHF frequencies; these are on the Montgomery County page.

U.S. Amateur Public Links FCC License

Creative Communications Sales & Rentals has licensed frequencies for the U.S. Amateur Public Links Championship, a golf tournament running from July 15-20 at Laurel Hill Golf Club in Lorton. The license lists thirteen UHF simplex frequencies, although some of the frequencies may be used as repeaters.

Greenspring Abandons LTR System

Greenspring Retirement Community has abandoned its LTR system. Two of the frequencies from the system are now used as conventional repeaters:

The license never indicated a trunked system, so Greenspring is now operating according to the license.

Convention Center Switches to MOTOTRBO

The Walter E. Washington Convention Center has switched to a MOTOTRBO Capacity Plus trunked system. A few groups (1, 3, 4) were seen, but no identifications were made.

The convention center's license has not been updated to reflect the new system; in fact, the license does not even indicate that the frequencies are used as repeaters.

453.9875 (Color Code 10) was active, but it may be used as a MOTOTRBO conventional repeater.

Willard Intercontinental Using MOTOTRBO

The Willard Intercontinental Hotel is using MOTOTRBO, even though their application has not been approved yet.

Arlington National Cemetery Talkgroup on JNCR System

Arlington National Cemetery has a talkgroup (359) on the Joint National Capital Region (JNCR) trunked system. This talkgroup has been active for at least a few months.

The Cemetery previously used 165.1875 [156.7]; it's unknown if this frequency remains active.

Frontier Modifies License at DCA

Frontier Airlines has an application pending to its license at Reagan National Airport to add a repeater on 460.6875. The airline may be moving away from its repeater on 464.9625, which has become busy recently in the Washington area.

Southwest Using MOTOTRBO at DCA

Southwest Airlines is using MOTOTRBO on 452.8375 at Reagan National Airport. This frequency appears to be unlicensed; the airline has an application pending before the FCC, but the repeater listed on the application is on 451.8375.

MPD No Longer Using 460 MHz Trunked System?

MPD appears to have abandoned the 460 MHz Project 16 trunked system for the Project 25 system. The control channel remains on the air, but no talkgroups were seen today. (The 850 MHz "side" of the Project 16 system is still in use by DCFD and city services.)

Radio Testing on DC Project 25 System

This afternoon, there was radio testing on talkgroup 11181 on the DC Project 25 trunked system. Interestingly, this talkgroup was in FDMA mode, and was unencrypted.

This afternoon, there was a shooter drill in the Fredericksburg area. It may have taken place at the Fredericksburg Area Campus of Germanna Community College. A couple of talkgroups and a VHF frequency appeared to be patched together. Spotsylvania Sheriff used Tac 2 (talkgroup 02-023) on the Spotsylvania trunked system. Virginia State Police used Culpeper 3 (talkgroup 98) on the STARS trunked system. And Fredericksburg Police used 155.7150 [156.7], which is supposed to be Fredericksburg Fire Channel 7.

United Medical Center, located at 1310 Southern Ave. SE in DC, has an application to its license pending before the FCC. The app calls for a repeater on 461.7875. The repeater is listed with an analog emission designator, but the hospital currently uses MOTOTRBO on 464.8250, so it wouldn't be surprising to see MOTOTRBO on this frequency as well.

  • Johns Hopkins University continues to migrate to MOTOTRBO. Interestingly, they seem to use Color Code 5, Slot 2, Group 40 on many of their frequencies.
  • The frequencies used by the Maryland Stadium Authority and Oriole Park at Camden Yards remain analog. (The licenses had the MOTOTRBO emission designators added to them recently.)
  • The National Aquarium MOTOTRBO Capacity Plus system is somewhat hard to figure. DMRDecode reports the same LCN for 464.4750 and 464.8250.
  • Harborplace uses three UHF repeaters, but they all seem to have security traffic on them at one point or another. They may have a separate frequency for each part of the complex (Pratt St. Pavillion, Light St. Pavillion, and Gallery at Harborplace).
  • The Hotel Monaco is using frequencies that are still in the application process.
  • The Hyatt Regency has switched to MOTOTRBO.
  • The Marriott Inner Harbor at Camden Yards is finally using their frequencies.

FleetTalk Partners appears to be converting their LTR/LTR PassPort systems to MOTOTRBO Connect Plus systems. Here are some frequencies monitored from the Crystal City/Pentagon City area:
  • 495.9625 - Connect Plus control channel; strong signal. Originates from Silver Spring. RadioReference page.
  • 496.2125 - Probable MOTOTRBO voice channel; strong signal. May originate from Falls Church or Silver Spring.
  • 496.6625 - Connect Plus control channel; weak signal. May originate from Waldorf, Independent Hill, Upper Marlboro, or Falls Church.
I did not run DMRDecode on the frequencies, so I don't have information on system IDs, sites, etc.

Potomac Mills Swaps Security/Housekeeping Frequencies

Potomac Mills Mall has swapped the frequencies used by security and housekeeping. Security now uses 461.3000 [ d043], and housekeeping uses 463.6000 [ d723]. 461.3000 has the emission designator for MOTOTRBO on the license, but as of a few days ago, continues to operate analog. 463.6000 has never been licensed.

Weekend Events

  • The Nationals play Friday at 7:05 PM, Saturday at 1:05 PM, and Sunday at 1:35 PM at Nationals Park.
  • The Capitals play Saturday at 7:00 PM at Verizon Center.
  • The Nike Women Half Marathon is Sunday, beginning at 7:00 AM. The race begins and ends at Pennsylvania Ave. and 11th St.

Rosslyn Metro Center FCC App

Rosslyn Metro Center, an office building located at 1700 N. Moore St. in Arlington, has an application pending before the FCC. The app calls for a MOTOTRBO repeater on 451.9625, and MOTOTRBO simplex on 451.4375, 451.6875, 451.7125, 456.4375, and 456.7125.

Fairmont Gardens Apartments FCC App

Fairmont Gardens Apartments in Annandale has an application pending before the FCC. The app calls for simplex on 456.7125, 457.8125, 457.8625, 462.1125, and 467.1125.

Providence Hospital Update

Providence Hospital is using repeaters on 451.7750 [ d265] and 451.9750 [ d265]. The hospital also continues to use 462.3500 [100.0], and may use 462.1125 [100.0]. The hospital may be undergoing some frequency reorganization; their license also lists a few additional frequencies.

Colonial Place Using MOTOTRBO on 461.2250

Colonial Place, an office complex in Arlington, is using MOTOTRBO on 461.2250. The license actually lists the emission designators for NXDN (and not for MOTOTRBO), but no NXDN has been monitored on the frequency.

Virgin America Confirmed Using NXDN at DCA

Virgin America has been monitored using NXDN at Reagan National Airport on 452.7625. The application to add the NXDN emission designator to the license is still pending.

Hyatt Regency Crystal City Changes Tones

The Hyatt Regency Crystal City has changed the subaudible tones on their frequencies. Here's the current line-up:

Southern Towers, a big apartment complex in Alexandria, has switched to an unlicensed MOTOTRBO repeater on 452.0250. Previously, the complex used 151.6550 [192.8].

George Mason University FCC License

George Mason University was recently licensed for frequencies at its Arlington and Prince William campuses for "fire safety coordination." 453.1625 and 458.1625 were licensed at Arlington. 453.2375 and 458.2375 were licensed at Prince William.

Additionally, 460.2125 and 465.2125 were licensed for the Smithsonian Conservation Biology Institute (SCBI), located near Front Royal. George Mason has a partnership with the SCBI.

The hotel has been using a repeater on 461.2000 [ d073], and simplex on 464.0125 [ d073]. Both of these frequencies are unlicensed.

LifeEvac 2 New Frequency

LifeEvac 2, a helicopter based at Stafford Regional Airport, is using 461.2500 [192.8]. This repeater is located on a tower off of Rt. 1 near the Fredericksburg City/Spotsylvania County line. LifeEvac 2 previously used the Communication Specialists LTR system.

The Aeronautical Radio Motorola Type II 800 MHz trunked system at Reagan National Airport has been off-the-air for a few years. The license is still active, and has had the emission designator for MOTOTRBO added to it. It's unknown if any airlines are on the system.
