Firefighter Funeral - December 28

Talkgroup 6008 on the Spotsylvania County trunked system was used yesterday for coordination of units at the funeral of Fredrick Broccolo. The funeral was in the City of Fredericksburg, even though Mr. Broccolo served the Chancellor Volunteer Fire and Rescue Department in Spotsylvania.

BearCom Inauguration Trunked System FCC App

BearCom has an application pending before the FCC for a DMR trunked system for the inauguration. It's unknown if the system will be Capacity Plus or Connect Plus, but a Capacity Plus Multi-Site system may be used based on previous BearCom set-ups. The app calls for sixteen UHF repeaters, and numerous simplex frequencies (which would be used separately from the trunked system). The app calls for 700 mobile units.

DSD+ "Fast Lane" 2.29 was released today. (Fast Lane releases are like betas; the current "public release" of DSD+ is 1.101 and was released last Christmas.) Some of the changes from the last Fast Lane (2.18):

MGM National Harbor Open

The MGM National Harbor opened last night. The property is using a Capacity Plus system. Only three talkgroups have been identified so far, but there are probably many more in use. The system may be using additional frequencies, especially during the first few weeks after opening. As of now, the four frequencies only provide eight "talk-paths." (Comparably-sized properties have greater capacity on their systems.)

The license also indicates simplex frequencies.

At eight o'clock yesterday morning, Spotsylvania County switched to a Harris P25 system. Most Sheriff's Office communications are encrypted; almost all other communications are not. Talkgroups are a mix of Phase I and Phase II P25. The EDACS system has been shut down. Discussion of the change is occurring on a RadioReference thread.

Security at the National Building Museum is using Vertex Standard UHF portable radios, possibly the EVX-534 model. The museum was licensed for five simplex frequencies in August, but nothing was heard on them during extensive monitoring recently.

World Bank Using Capacity Plus

The World Bank is using a Capacity Plus trunked system. Only one site has been identified so far, but there are probably several sites (according to the license). The trunked system replaces the analog repeater on 463.7500.

CityCenterDC Filming on Saturday

This past Saturday, during the late afternoon/evening, there was filming occurring at CityCenterDC. The filming may have been for an advertisement/commercial. 451.8000 [ d612] was in use by the crew, and 456.8000 [ d205] may have been Ch. 2. The former frequency has seen use previously by TV crews at football games at the University of Maryland and at FedEx Field.

MWAA New License

The Metropolitan Washington Airports Authority was recently licensed for 800 MHz conventional repeaters at Reagan National Airport, Dulles International Airport, and the Dulles Toll Road. These will likely supplement the existing trunked system.

AECOM, which provides security/building services at the Intelligence Community Campus - Bethesda, has an application pending before the FCC for DMR repeaters on 451.5875, 452.1000, and 452.6625.

The Housekeeping Alternate channel was confirmed as Group 13, even though the channel is numbered 14. Ch. 6 and Ch. 7 were hard to nail down. They were both related to shows/entertainment and Fright Fest, but it was difficult to figure out an exact use for each channel. Ch. 8 was rarely used, but one time "officers" were talking, so it may be an alternate security channel.

MGM National Harbor Trunked System Active

MGM National Harbor opens December 8, but a Capacity Plus trunked system has already been activated for the property. The license indicates three additional repeaters, and several simplex frequencies.

This morning, Fredericksburg Police and Fire switched to the Stafford trunked system. Fredericksburg Fire is using talkgroup 5701 in TDMA mode. Police are probably using TDMA talkgroup 5363, but it is encrypted.

Falls Church Schools Adds Frequency

Falls Church Schools recently added a frequency (159.5400) to its license. This will be used in a base-mobile configuration.

Yesterday, a Civil Air Patrol frequency (143.7000 [146.2]) from an overflying plane was monitored in Fredericksburg. This frequency may be an input to a repeater.

On Tuesday, a couple of frequencies were being tested in various Fairfax County schools. The transmitter site for the two frequencies appeared to be in Tysons Corner, and the frequencies appeared to simulcast each other. No license or application has been located.

Testing on Stafford Trunked System

Last Wednesday, techs were doing extensive testing on Stafford's trunked system. The testing was probably related to the imminent switchover of Fredericksburg to the Stafford system, or to check for proper integration with Spotsylvania's upcoming P25 system. Talkgroup 5716 was called channel 5B, and talkgroup 5717 was called channel 5C.

Loudoun Trunked System Down

The Loudoun County trunked system has been down for several hours. According to this RadioReference thread, Loudoun units are using the 8 Tac channels, Fairfax County system, and Frederick County system for backup communications. State units are trying to get cache radios moved into position for Loudoun to use; they communicated on STARS talkgroup 2417 about this.

Uniden Releases Another DMR Firmware Update

Although the public release of the DMR firmware update for the BCD436HP/BCD536HP scanners was last week, Uniden today released new firmware that aims to improve DMR even more. Here are the changes:
  • Modified the display issue of P25 ENC reception
  • Improved the tracking in CAP Plus
  • Stabilization of the data decoding in all trunking DMR

New DSD+ "Fast Lane" Released

DSD+ "Fast Lane" 2.18 was released this week. (Fast Lane releases are sort of like betas; the current "public release" of DSD+ is 1.101 and was released last Christmas.) Some of the changes from the last Fast Lane (2.10):
  • Updated license data
  • Support for AM demodulation
  • Squelch logic added
  • Support for NEXEDGE 9600 composite control channels

Uniden has posted what is expected to be the DMR release firmware for the BCD436HP and BCD536HP scanners. Here are the changes from Release Candidate 4:

This morning, Uniden released "DMR Prerelease 2" beta firmware for the BCD436HP and BCD536HP scanners. Notable in this release is Sentinel software support (DMR can now be programmed from software).

Uniden Releases DMR Release Candidate 1

Uniden again released DMR beta firmware last Friday. This release is known as Release Candidate 1, so Uniden may be close to finalizing the firmware. There is still no software support for the DMR firmware (everything must be entered manually). I am still seeing problems with missed transmissions on Capacity Plus systems, but the releases have steadily improved in handling these systems over time.

Marine Corps Museum Using 900 MHz ISM?

The National Museum of the Marine Corps may be using 900 MHz ISM radios for security. I wasn't able to get a good look at the radios, but one of them appeared to be a Motorola DTR-series portable. These digital radios operate license-free using frequency-hopping spread spectrum (FHSS) technology. They are not encrypted, but scanners are not able to monitor them. The DTR radios are intended for on-site use; they operate as simplex only.

The Fairfax 1 helicopter assisted Stafford this afternoon with an unknown operation on the Stafford Sheriff Office Mutual Aid talkgroup (4503). The helo was using radio ID 3162153 on Stafford's system.

Additional Quicken Loans Info

I've listed everything found at the Quicken Loans National yesterday on the Montgomery County page. The county trunked system talkgroups could not be confirmed well because of poor copy of the system's signal. This may have been because of a nearby cell site. Congressional Country Club has updated some of their frequencies as well - notably switching more of them to DMR.

World Bank Modifies Licenses

The World Bank has modified two of its licenses. Additional DMR repeaters have been added at various sites in and around DC. The licenses are coded for trunked operation, but given that only one frequency appears to be in use at each site, the frequencies may be operated as a MOTOTRBO IP Site Connect system.

Chaney Enterprises Modifies Licenses for DMR

Chaney Enterprises, a ready-mix concrete supplier in Maryland, recently modified its licenses for DMR. One of the licenses indicates a transmitter in Bowie, and the other license indicates a transmitter in Waldorf.

Creative Communications Sales & Rentals, radio provider for the Quicken Loans National, has an application pending before the FCC. The app calls for twenty-four UHF simplex DMR frequencies. Based on previous experience, some of these frequencies may be used as repeaters.

The golf tournament runs from June 23-26 at Congressional Country Club in Bethesda.

Rosewood Hotel FCC App

The Rosewood (formerly the Capella), a hotel in Georgetown, has an application pending before the FCC. The app calls for DMR simplex on 451.8375, 456.8375, 457.1125, 456.2375, and 456.3375. The Capella had previously licensed a DMR repeater on 451.8375, but nothing was ever monitored on that frequency.

CSC Event Staff Using DMR at Nats Park

CSC Event Staff, which provides security and crowd control at Nationals Park, is using DMR on 463.8000. This frequency has been licensed by CSC for some time, and the company used it at one point in analog mode. Recently, however, they were using 464.7500 unlicensed.

Childrens National Medical Center recently switched engineering to DMR on 464.9750 (Color Code 7, Slot 1, Group 102). Environmental Services is using the old engineering frequency of 464.8000 [ d023]. This comes as the hospital makes a big push to DMR on their various frequencies.

Marymount University Using Analog Frequency

Marymount University is using 451.8375 [ d606] for security. The college was recently licensed for this frequency, but the emission designators only provide for DMR. Marymount may switch to DMR in the future, possibly putting security on one slot, and the shuttle on the other slot. (The shuttle continues to use the unlicensed frequency 451.8625 [ d606].)

Spotsylvania P25 System Update

Spotsylvania is scheduled to transition to a P25 system in September, according to a reliable source. The new system will have ten sites, replacing a two-site EDACS system. The county was originally scheduled to migrate to the new system earlier, but work has been delayed on one of the sites.

Most of the Sheriff's Office talkgroups will be encrypted, with the exception of a search and rescue channel, and several interop channels. The primary dispatch channels (known as Patrol 1 and Patrol 2 on the EDACS system) may be unencrypted at a later time if in-progress incidents can be moved to Tac channels quickly. Fire talkgroups will not be encrypted, with the exception of the Fire Marshal channel. The Disaster Tac channel, which is often used for events in the county, will also not be encrypted.

pdvWireless is building a nationwide 900 MHz MOTOTRBO Connect Plus system. The system is online in several large metro areas, including Washington/Baltimore. A private ambulance service (probably AMR) has been identified using two talkgroups in the Washington area.

Uniden Releases DMR Beta Firmware for 436/536

For the last three Fridays, Uniden has released DMR beta firmware for the BCD436HP and BCD536HP scanners. The releases have steadily improved decoding and tracking of DMR systems. Uniden, Whistler Announce DMR Upgrades

Uniden and Whistler recently announced DMR support for select scanners. Uniden announced on May 16 support for the BCD436HP and BCD536HP via a $50 upgrade fee. The final firmware update allowing DMR should be out in a few weeks, but beta firmware has been available since last Friday. Uniden has set up a page with all the details. Whistler (which owns the intellectual property of now-defunct GRE) announced on May 17 support for DMR on the WS1080, WS1088, WS1095, and WS1098. The free update for those scanners was released on Tuesday. Additionally, Whistler will be releasing two new scanners by the end of this month with support for DMR - the TRX-1 and TRX-2. These scanners will also support NXDN at some point in the future.

Yesterday, 852.7625 [ 77.0] (S) was monitored near Dulles Airport. The exact nature of the communications could not be determined. This frequency (known as "COG 6") is licensed to many local governments in the DC area.

Fredericksburg Fire Training on Stafford TRS

Yesterday, Fredericksburg Fire units were training on talkgroup 5099 on the Stafford trunked system. A set of training scenarios was run repeatedly. Units were using radio IDs in the 442xxxx range.

Fredericksburg is transitioning from VHF conventional frequencies to Stafford's 700 MHz P25 digital system. This transition may be happening relatively soon, as increased radio testing has been noted on the Stafford system in recent weeks.

The DC Unified Communications Center 3 talkgroup (2341) was active on Saturday. Various locations around the city were discussed. A "post" at "GW" (probably the hospital) was mentioned, and someone was told to respond to an address in Southwest for a fall.

Children's National Medical Center Applies for DMR

Children's National Medical Center has pending applications on two licenses for DMR emission designators. One license is for the hospital's repeaters on 464.8000 and 464.9750, and the other license is for the repeater on 463.7750.

The hospital's security frequency (464.1500) has used DMR for several years. It is covered under another license.

150.7375 [ $293] was active today in Fredericksburg. A Close Call hit on the frequency was received in Central Park. Most of the users were encrypted, but one or two were in the clear. It was difficult to figure out what the users were talking about, but it may have been multiple vehicles traveling from Central Park west on Route 3 to Spotsylvania.

Spotsylvania P25 System Active

Spotsylvania has their Project 25 system on the air. The system is in testing; it's probably several months from seeing regular use. One talkgroup has been seen so far: 5950, which is a simulcast of Fire/Rescue Dispatch. All transmissions on the talkgroup use radio ID 4110913.

The EDACS system remains the primary system for the county for now.

DC Fire has four primary radio zones; only the first is unencrypted. Now, the encrypted talkgroups from the other three zones are listed on RadioReference. It doesn't do anything as far as monitoring the groups, of course, but it's nice to have a complete reference.

One Franklin Square, an office building located at 1301 K St. NW in DC, was recently licensed for an analog/DMR repeater on 464.7250.

L'Enfant Plaza Update

Property management at L'Enfant Plaza recently began using an additional DMR frequency. These two frequencies may actually simulcast each other, possibly using MOTOTRBO IP Site Connect. Here's the latest lineup:

Marriott Marquis System Changes

The Marriott Marquis Hotel in DC now has a third site on its Capacity Plus system. The two-frequency site is only receivable in the immediate area of the hotel. The three sites are covered under a single license.

Convention Center System Changes

The Walter E. Washington Convention Center Capacity Plus system has gained an additional frequency, giving it a total of six (for a total of twelve talkpaths). The center also now has an additional two-frequency site. This site may only be "turned on" for select events. It's covered under a license to Communications Direct out of Batavia, Illinois.

Missing Person Search in Shenandoah NP

Several agencies are conducting a missing person search for Fairfax County firefighter Nicole Mittendorff in Shenandoah National Park, after her car was found in the park. Yesterday, STARS talkgroup 6131 was being used for the search. The talkgroup is labeled as "Command Post 2" in RadioReference, but it was referred to today as "LEO 2" or "Interop LE 2."

New STARS Talkgroup - 6703

A new STARS talkgroup (6703) was used briefly today for a radio check. The radio IDs of the units on the talkgroup were in the form of 37xxx. The talkgroup falls between those for the Virginia Port Authority, and those for the Chesapeake Bay Bridge Tunnel, but it may have nothing to do with either agency.

Flaggers Using DMR in Fredericksburg

Some road flaggers were using a DMR simplex frequency (456.8125 - Color Code 1, Group 16776414) in the Central Park area of Fredericksburg today. It's unknown which company provided the flaggers. As DMR radios steadily fall in price, expect to see more use of the digital mode for itinerant/temporary use.

Update: this frequency/group was also monitored June 7 near GEICO in Stafford County.

CareFirst of Maryland FCC App

CareFirst of Maryland, located at 1280 Maryland Ave. SW in DC, has an application pending before the FCC. The app calls for DMR simplex on 451.3375, 452.0875, 452.1125, 456.3375, and 457.1125.

4 Service Pros, a contractor in Northern Virginia, has an application pending before the FCC. The app calls for simplex on 467.3375, 457.6875, 462.3875, 456.6875, and 467.4625.

The 450 MHz frequency may have been used by a crew from outside the area. There appeared to be a TV crew from Philadelphia at the parade. The organizers had portable radios with what appeared to be at least a dozen channels, but only one was found. Blanchard Communications licenses the frequency in DC, but it's unknown if they were the radio provider.

Four Seasons Hotel Using Capacity Plus

The Four Seasons Hotel in Washington is using a Capacity Plus system. Three groups were identified. The hotel was licensed for the system in January. The system probably replaces the hotel's analog frequencies, which are still licensed.

DSD+ Fast Lane 2.5 Released

DSD+ is a software program that decodes many digital formats, such as Project 25, DMR, NXDN, and ProVoice. For a one-time fee of $25, the developers offer "Fast Lane" releases, which offer early access to features. Fast Lane 2.5 was released a few days ago, and offers several notable features:
  • P25 simulcast support
  • Auto-center tuning
  • P25 control channel decoding
The current public release of DSD+ is 1.101, which was released on Christmas. Public releases appear about once every six months.

Last Thursday, Arlington talkgroup 37 (Fire 1K - Incident 3) was active. It's unknown what specific incident the talkgroup was used for, but "Center Court" was mentioned. This may be a location inside the Pentagon, and there was a smoke incident at the Pentagon on Thursday. Arlington units and a unit with a 125xxxx radio ID (likely federal) were active.

College of Southern Maryland Using DMR

The College of Southern Maryland (La Plata campus) was recently found to be using DMR on 461.0250. The community college system is licensed for several UHF analog/DMR repeaters at three locations.

GWU System Update

I was able to update a couple of groups on the George Washington University Capacity Plus system recently. Group 60 is used for personnel conducting building security checks, and group 140 is used by Marvin Center setup and housekeeping.

Hertz (DCA) Update

Here's an update to Hertz's DMR frequency at Reagan National Airport:

Verizon Center itself uses a three-frequency Capacity Plus system (with Basic Privacy). The arena also uses several DMR conventional frequencies (with Enhanced Privacy). In other words, there is no way to monitor the arena.

JetBlue recently added DMR emission designators to its license for two repeaters at Reagan National Airport. Several months ago, the airline switched to DMR on the 463.8625 frequency, but had not added the designators.

CSC Licenses Frequency for RFK

CSC, which provides crowd control/security at RFK Stadium, was recently licensed for an analog/DMR repeater on 463.8625.

CSC has previously used several simplex frequencies at the stadium. (These are also used at many other venues where CSC provides services.)
