MPD Using Encryption on MPD 3, Harbor Patrol

MPD was confirmed yesterday using encryption on the MPD 3 talkgroup (21232) and the Harbor Patrol talkgroup (20800). So far, the Citywide talkgroup (16624) is the only MPD talkgroup found to be unencrypted.
