DC Fire Switching to P25 Soon
DC Fire is switching to the Project 25 system soon, possibly as early as this week, according to posts on the Scan-DC mailing list. It sounds like there will not be much encryption at first, but as neighboring jurisdictions update their radios with encryption, DC Fire may enable more encryption.

World Bank FCC App
The World Bank has an application pending before the FCC to make major modifications to its license. Several DMR repeaters are being added, the current repeater on 463.7500 is being changed to DMR, and the license type is being changed to trunked (YG).
DC Unknown Talkgroups
Some notes on unidentified DC Project 25 talkgroups:
- 2205 - Monitored "number 6 online?" and "high rate time." Previously monitored "train" and "check exhaust fan."
- 2207 - Monitored "going back to McMillan," "1st Street," "2nd Street," "target back at original location," and "dorms." Previously monitored "main gate" and "lab." This talkgroup appears to relate to the McMillan Sand Filtration Site and/or the McMillan Reservoir.
- 2208 - Monitored "tripping high pressure."
- 2325 - Monitored a request for a building engineer at "2055." This talkgroup is used by an unknown security agency.
Federal Protective Service - 410.8000
The Federal Protective Service uses 408.2000 [ $201] and 410.8000 [ $201] in the DC area. 408.2000 is usually encrypted, and appears to be the primary dispatch channel. 410.8000 has some encryption, although much of the traffic is in the clear. This frequency was thought to be an alternate to 408.2000, but it appears to be used instead for security for a particular building. There are frequent radio checks, and some units are called "concourse rovers" and "food court rovers." At this point, there hasn't been enough information to identify the location/building.
MGM National Harbor FCC App
MGM National Harbor, a casino scheduled to open in 2016, has an application pending before the FCC. The app calls for DMR repeaters on 451.8875, 451.9625, 452.4625, and 452.8000, and DMR simplex on 451.7625, 452.4875, 452.9875, 457.0875, and 457.8125.
Pike & Rose FCC App
Pike & Rose, a mixed-use development in North Bethesda, has an application pending before the FCC. The app calls for a DMR repeater on 462.0250.

DC FedSMR Changes
The DC FedSMR, previously a Passport system, appears to have been converted to an iDAS system. 407.3750 no longer has traffic on it. 406.5875, 408.4500, 409.8500, and 410.9625 now have iDAS data bursts and what appears to be voice traffic.
An analysis of 409.8500 using DSD+ revealed some system specifications. The frequency was identified as part of "Site 1." DSD+ reported channels 4194306 and 4194310. Talkgroups reported were 50331660, 50331661, 50331662, 50331663, 50331664, and 83886093. The voice was not properly decoded; it's unknown if encryption was used, or if DSD+ was not configured correctly. When DSD+ should have been receiving voice, it reported "MB Voice."
There is limited information on the Internet about FedSMR and this new FedSMR-D system, but look here and here for some.

Springfield Town Center Confirmed Using DMR
Springfield Town Center was recently confirmed using DMR on 464.9125. A specific user of the frequency was unable to be determined. Nothing was monitored on the other two repeaters on the license.
Horse Show Frequency Found
I found only one frequency (467.1875 [210.7]) this year for the Washington International Horse Show. Monitoring was done on the last day of the show when there wasn't much activity.
Grand Hyatt Washington Confirmed Using DMR
Following the license change to add DMR emission designators, the Grand Hyatt Washington was confirmed using DMR on 461.8625. Nothing was monitored on the other frequencies on the license.
