Folklife Festival Frequency Found

The Smithsonian Folklife Festival was confirmed using 412.9000 (NXDN 4800 - RAN 42, Group 23, Scrambled). Because the frequency is scrambled, it cannot be monitored even with a program like DSD+. This frequency does not appear to be part of the DC Federal SMR.
