New STARS Site

STARS site 130 is active with a control channel of 161.8725. The only voice frequency seen so far is 162.0000. The control channel is strong in Fredericksburg, but the site may be located to the west, as the talkgroups for VSP Culpeper 1 and Appomattox 2 were seen.

Mormon Temple Festival of Lights

The Festival of Lights at the Mormon Temple in Kensington continues until January 1. Last night, staff at the Visitor Center appeared to be using FRS radios, but no frequency was found. 464.5500 [100.0] was in use, possibly for parking. The Temple's DMR frequency (451.8875) was also in limited use.

MGM National Harbor has a modification pending to its license to change to trunked operation. This will likely be a MOTOTRBO Capacity Plus system.

Mormon Temple Adds DMR Emission Designators

Earlier this year, the Mormon Temple in Kensington modified their license to add emission designators for DMR to their repeater on 451.8875.

Pentagon City Retail Updated

I've updated frequencies for the Fashion Centre at Pentagon City, Pentagon Center, and Pentagon Row. All three shopping areas are on the Arlington page.

Macy's apparently no longer uses their UHF repeaters for loss prevention. An LP employee was seen with a Motorola DTR radio. These radios utilize the 900 MHz ISM band for frequency-hopping spread spectrum communications.

Maplewood Park Place FCC App

Maplewood Park Place, a senior living community in Bethesda, has an application pending before the FCC. The app calls for a DMR repeater on 464.3875.

This morning, DC Fire switched to the Project 25 system. Unfortunately, many of the talkgroups are encrypted. The 0 and 0H zones are unencrypted. The 0A, 0B, and 0C zones are encrypted. When DC requires mutual aid, the 0 zone will be used.

United Airlines Modifies IAD License for DMR

United Airlines has modified the license for its 900 MHz trunked system at Dulles Airport for DMR. The system has too many frequencies for a Capacity Plus system, so United may be implementing a Connect Plus system.

Oracle FCC License

Oracle, located in Reston, recently licensed an analog and DMR repeater on 452.0250.

The Chevy Chase Pavilion DMR frequency is part of an expired license. The Mazza Gallerie repeater is unlicensed. The Wisconsin Place DMR frequency is part of a terminated license.

Arlington Parks and Rec Buses Using 853.5125 [114.8]

Today in Fredericksburg, Arlington Parks and Recreation senior buses were using 853.5125 [114.8] to communicate. The buses were using the simplex frequency to coordinate parking in the city after traveling down from Arlington.

853.5125 is Metropolitan Washington Council of Governments Channel 1. When member jurisdictions communicate with each other, they must use analog voice with CTCSSS 156.7. But any member may use the frequency simplex, as long as CTCSS 156.7 is not used.

Another King George Medic Uses Stafford P25

Yet another King George medic (9-6, radio ID 3368029) recently used the Stafford P25 system to call Mary Washington Hospital.

This follows other recent King George transmissions on the Stafford system.

American University Trunked System

Thanks to the WinDSD program, I was able to obtain site numbers for American University's MOTOTRBO Linked Capacity Plus trunked system. The first four sites were confirmed, but the program also made reference to a fifth site. I was also able to confirm that 489.2375 and 490.3250 are part of separate sites.

NHL Winter Classic License

The National Hockey League recently licensed twenty UHF analog frequencies for the Winter Classic, which is New Year's Day at Nationals Park.

Bloomingdale's (Tysons) New Frequency

The Bloomingdale's Tysons Corner Center location was recently licensed for a DMR repeater on 461.9000. The store was already licensed for analog simplex on 451.4375, 451.6375, 452.7875, 452.8125, and 452.8375.

Hughes New License

Hughes, located in Germantown, was recently licensed for a DMR repeater on 463.4250, and DMR simplex on 456.9750, 457.4000, 466.1000, 468.9250, and 469.4500.

Wawa Switching to UHF Frequency

Wawa, a gas and convenience store chain with locations in Maryland and Virginia, appears to be switching many of their stores from 154.6000 [ d413] to 451.8125 [ d506]. The frequency is covered under a nationwide license. The license contains five VHF frequencies and three UHF frequencies.

New Fire Talkgroups on DC P16 System

DC has enabled some new fire talkgroups on the Project 16 system. These are likely related to the imminent switchover by DCFD to the Project 25 system. The talkgroups monitored yesterday were 11456, 11648, and 11664. Dividing each of these by 16, one gets their P25 system "equivalent" talkgroup numbers, namely 716, 728, and 729, respectively.

Another King George Medic on Stafford System

King George Medic 9-2 was recently monitored communicating with Mary Washington Hospital on the Stafford Project 25 system. Medic 9-2 was using unit number 3368026. Both the medic and the hospital were unencrypted.

This is the second time a King George medic has communicated with a hospital using the Stafford system.

World Bank FCC App

The World Bank has an application pending before the FCC to make major modifications to its license. Several DMR repeaters are being added, the current repeater on 463.7500 is being changed to DMR, and the license type is being changed to trunked (YG).

DC Unknown Talkgroups

Some notes on unidentified DC Project 25 talkgroups:
  • 2205 - Monitored "number 6 online?" and "high rate time." Previously monitored "train" and "check exhaust fan."
  • 2207 - Monitored "going back to McMillan," "1st Street," "2nd Street," "target back at original location," and "dorms." Previously monitored "main gate" and "lab." This talkgroup appears to relate to the McMillan Sand Filtration Site and/or the McMillan Reservoir.
  • 2208 - Monitored "tripping high pressure."
  • 2325 - Monitored a request for a building engineer at "2055." This talkgroup is used by an unknown security agency.

Federal Protective Service - 410.8000

The Federal Protective Service uses 408.2000 [ $201] and 410.8000 [ $201] in the DC area. 408.2000 is usually encrypted, and appears to be the primary dispatch channel. 410.8000 has some encryption, although much of the traffic is in the clear. This frequency was thought to be an alternate to 408.2000, but it appears to be used instead for security for a particular building. There are frequent radio checks, and some units are called "concourse rovers" and "food court rovers." At this point, there hasn't been enough information to identify the location/building.

MGM National Harbor FCC App

MGM National Harbor, a casino scheduled to open in 2016, has an application pending before the FCC. The app calls for DMR repeaters on 451.8875, 451.9625, 452.4625, and 452.8000, and DMR simplex on 451.7625, 452.4875, 452.9875, 457.0875, and 457.8125.

Pike & Rose FCC App

Pike & Rose, a mixed-use development in North Bethesda, has an application pending before the FCC. The app calls for a DMR repeater on 462.0250.

DC FedSMR Changes

The DC FedSMR, previously a Passport system, appears to have been converted to an iDAS system. 407.3750 no longer has traffic on it. 406.5875, 408.4500, 409.8500, and 410.9625 now have iDAS data bursts and what appears to be voice traffic.

An analysis of 409.8500 using DSD+ revealed some system specifications. The frequency was identified as part of "Site 1." DSD+ reported channels 4194306 and 4194310. Talkgroups reported were 50331660, 50331661, 50331662, 50331663, 50331664, and 83886093. The voice was not properly decoded; it's unknown if encryption was used, or if DSD+ was not configured correctly. When DSD+ should have been receiving voice, it reported "MB Voice."

There is limited information on the Internet about FedSMR and this new FedSMR-D system, but look here and here for some.

Springfield Town Center Confirmed Using DMR

Springfield Town Center was recently confirmed using DMR on 464.9125. A specific user of the frequency was unable to be determined. Nothing was monitored on the other two repeaters on the license.

Horse Show Frequency Found

I found only one frequency (467.1875 [210.7]) this year for the Washington International Horse Show. Monitoring was done on the last day of the show when there wasn't much activity.

Grand Hyatt Washington Confirmed Using DMR

Following the license change to add DMR emission designators, the Grand Hyatt Washington was confirmed using DMR on 461.8625. Nothing was monitored on the other frequencies on the license.

Today, I monitored a King George medic calling the Spotsylvania Regional Medical Center on talkgroup 4775 on the Stafford P25 system. The medic's unit number was 3368006. Interestingly, the unit was in the clear. (When Stafford EMS units communicate with Mary Washington and Stafford Hospitals, they are encrypted.)

Several of the system IDs and site numbers for the Joint National Capital Region trunked system have changed recently.

Verizon, located at 22001 Loudoun County Parkway in Ashburn, has an application pending before the FCC. The app calls for DMR and analog repeaters on 453.0125, 461.1750, and 464.2500, and DMR and analog simplex on 456.8375, 466.6750, 466.7500, 468.2625, and 468.6250.

Host Hotels FCC App

Host Hotels, located at 6903 Rockledge Dr. in Bethesda, has an application pending before the FCC. The app calls for DMR and analog repeaters on 461.2000 and 462.3500, and DMR and analog simplex on 468.2375 and 469.1500.

The application address is Host Hotels' corporate headquarters, but the app description indicates the frequencies will be used for hotel operations. A Marriott Suites and Residence Inn are nearby.

State Fair of Virginia Concludes This Weekend

The State Fair of Virginia, which takes place at The Meadow in Caroline County, concludes this weekend. Organizers are licensed for UHF simplex under two callsigns: WQSL847 and WQKD686.

Virginia State Police use talkgroups (6124 and 6125 in 2010) on STARS for traffic control/parking. Interior VSP units use talkgroups (6162 and 6163) on the STARS mobile site. VSP is also licensed for conventional 800 MHz frequencies in analog and digital mode. 856.0375 [ $293] was used earlier this year at The Meadow. 857.5875 [ $293] was used earlier this year at Kings Dominion.

In 2009 and 2010, not much was found for Caroline County units at the Fair. 155.2200 [ d546] may have been used by Caroline Fire/Rescue. The county currently uses VHF frequencies for public safety, but the county will transition to a 700 MHz trunked system; it's unknown if this will see use at the Fair.

Neiman Marcus DC New License

Neiman Marcus, located in the Mazza Gallerie in DC, was recently licensed for analog and DMR simplex on 451.3125, 451.3375, 456.3375, 464.2625, 464.3625, 464.5750, 464.9250, and 469.3625. (These frequencies seem to be licensed at most Neiman Marcus locations.)

This store location has previously used 464.5750 [ d131] for loss prevention, and 464.9250 [127.3] for general operations.

Linked Capacity Plus Systems in North-Central VA

A couple of communications providers have built Linked Capacity Plus systems in north-central Virginia. Communication Specialists has one with sites in Fredericksburg, Independent Hill, and King George. There is also a strong possibility of another site in Warsaw (Richmond County). The company is also licensed for a site in Madison County, but this site may actually belong to Teltronic. As far as is known, all transmissions on the Communication Specialists system use Privacy. The company has coverage maps for its network.

Teltronic has a site in Linden (Fauquier County). A group seen on this site was also seen on the supposed Madison County site of Communication Specialists. (This is why the ownership of the Madison site is in question.) The group seen did not use Privacy. Teltronic has a coverage map for its Washington-Baltimore network, but it does not show a site in Madison County.

Baltimore Recent Finds

Notes from a trip to Baltimore last Saturday:
  • A couple more groups were found on the Johns Hopkins Hospital Capacity Plus system.
  • Johns Hopkins University appears to be using MOTOTRBO conventional repeaters, probably linked with IP Site Connect. Group 10 on these repeaters is security and group 40 is a Baltimore Police simulcast (unknown which District).
  • The recently-opened Horseshoe Casino is using a five-frequency Capacity Plus system. Many groups were identified.
  • The Maryland Zoo in Baltimore appears to have abandoned their UHF-T repeaters in favor of a Capacity Plus system. Only one group was identified in brief listening.

NXDN in the DC Area

NXDN doesn't seem to be as popular in the DC area as DMR, but there are a few entities using it, and that number should increase in the future. Some of the identified users:
  • Butler Medical Transport, a medical transportation service at Children's National Medical Center, uses a repeater on 464.0625.
  • Constitution Center, an office building in DC, uses four repeaters (452.0000, 461.9000, 462.2250, and 464.1000).
  • Virgin America, an airline at Reagan National Airport, uses a repeater on 452.7625.
With the coming DSD+ update, users should be able to get more information on NXDN, such as RANs and group codes.

More DC Agencies Migrate to P25

University of the District of Columbia Police and the Traffic Management Center have recently migrated to DC's P25 trunked system. As of a few days ago, however, the respective talkgroups also remained active on the P16 system.

Fairfax P25 Talkgroup 1041

As was suspected, talkgroup 1041 on the Fairfax County P25 trunked system appears to be a patch to VSP Fairfax 1.

Westin Crystal City Confirmed Using DMR

The Westin Crystal City is using DMR on one of its recently-licensed frequencies. No activity was heard on the simplex frequencies.

Talkgroup 1041 on the Fairfax County P25 trunked system was active a few days ago with what sounded like Virginia State Police. Talkgroup 1049 is in regular use as the VSP Fairfax 2 patch; 1041 may have been a VSP Fairfax 1 patch.

New WMATA Talkgroup

Talkgroup 49232 on the WMATA trunked system was active a few days ago with Montgomery County Fire units. This talkgroup is unidentified, but it falls in the range of the Metro Transit Police talkgroups.

Fugitive Search Yesterday in Stafford

Stafford County Sheriff, Spotsylvania Sheriff, and Fredericksburg Police spent most of yesterday looking for a fugitive. To coordinate the search, the Stafford Sheriff Coordination talkgroup, Spotsylvania Sheriff Tac 1, and Fredericksburg Police Ch. 3 were patched together. Helicopter Fairfax 1 (radio ID 3164217) was also involved for several hours, and was communicating with ground units on Stafford Sheriff Tac 4.

Weekend Events

  • The Citi Open Tennis Tournament begins Saturday and runs through Sunday, August 3 at the Fitzgerald Tennis Center at Rock Creek Park.
  • Billy Joel performs Saturday at 8 PM at Nationals Park.

George Washington University FCC App

George Washington University has an application pending before the FCC. The app calls for a repeater on 463.6750 at 2033 G St. NW, repeaters on 463.3500, 464.2000, and 464.2750 at Thurston Hall, and a repeater on 464.6875 at GWU's Mount Vernon campus.

The repeaters at Thurston Hall are already in use for GWU's Capacity Plus system. (Interestingly, the application does not have emissions designators for DMR.) 463.6750 [173.8] has been in use for several years for shuttle service.

This application appears to be a replacement for KJQ813, which expired earlier this month.

Caroline County FCC App

Caroline County (VA) has an application pending before the FCC for a five-frequency 700 MHz trunked system. According to the emission designators, the system should be Project 25 Phase II. The six-site system will replace Caroline's current VHF repeaters, and allow for interoperability with Hanover, King William, and Spotsylvania.

Fauquier, Culpeper, Stafford, and Spotsylvania are working a joint operation on the Rappahannock River. Spotsylvania Sheriff Incident (talkgroup 02-027), Stafford Sheriff Coordination (talkgroup 4505), Fauquier Fire 11F (talkgroup 25264), and Culpeper Fire 12F (talkgroup 43344) are all patched together.

On the Stafford Coordination talkgroup, some unit numbers have come up. 321xxxx units may have been from Culpeper. A 411xxxx unit appeared to be Spotsylvania Boat 5.

Blake Real Estate, which owns several buildings in DC, has an application pending before the FCC. The app calls for an analog and DMR repeater at each of these locations:

MedImmune, a biotechnology company headquartered in Gaithersburg, was recently licensed for DMR repeaters on 461.5250 and 464.7875, and DMR simplex on 463.6500, 463.8375, 464.3375, and 464.6625.

Manassas/Manassas Park P25 System

Manassas and Manassas Park have put a Project 25 system on the air, presumably to replace the legacy Project 16 system, which is still in everyday use.

Congressional Country Club was using DMR on 151.5200 (Color Code 10, Slot 2, Group 2000) for the Quicken Loans National. The emission designators on the license do not indicate DMR, only analog voice. The voice was unintelligible, so I couldn't make out a specific user, but security would be a good candidate.

Weekend Events

  • The Smithsonian Folklife Festival continues through Sunday, and then runs again from July 2-6 on the National Mall. When I last monitored in 2012, organizers used NXDN on 410.9625 (R) and 412.9000 (S).
  • The Quicken Loans National continues through Sunday at Congressional Country Club in Bethesda. See previous post about a temporary license for the tournament. Expect the public safety shared talkgroups on the Montgomery County trunked system to be active. Congressional holds a license for several VHF frequencies; these are listed with tones and uses on my Montgomery County page.
  • DC United plays Saturday at 7:00 at RFK Stadium.

Tysons Galleria FCC App

Tysons Galleria, located in McLean, has an application pending before the FCC. The app calls for repeaters on 462.2500 and 464.6250.

The shopping center was previously licensed for 464.6250, but never for 462.2500. The mall has, however, been using the 462.2500 repeater for security for several years.

Mosaic District FCC App

The Mosaic District, located in Merrifield, has an application pending before the FCC. The app calls for DMR repeaters on 461.5000, 462.3500, and 463.8875.

The shopping area was previously using DMR on 467.7125.

Took a trip to Baltimore on June 7, and updated many frequencies on the Baltimore page. Some observations:
  • Johns Hopkins Hospital is now using a MOTOTRBO Capacity Plus trunked system.
  • The Hyatt Regency is using an additional DMR repeater.
  • The World Trade Center is using 158.8050 [ d606] simplex.
  • The Maryland Stadium Authority and the Orioles continue to use analog frequencies, even though they have added the emission code for DMR to their licenses. The Orioles are, however, using a new repeater on 464.2375 [ d464] for first aid.
At BWI, Southwest Airlines is now using a MOTOTRBO Capacity Plus trunked system.

Stern Kessley Goldstein Fox FCC App

Stern Kessley Goldstein Fox, a law firm located at 1100 New York Ave. NW in DC, has an application pending before the FCC. The app calls for ten UHF simplex frequencies.

Knollwood, a military retirement residence located at 6200 Oregon Ave. NW in DC, has an application pending before the FCC. The app calls for DMR trunked on 464.8625. The property is already licensed conventionally for the frequency, but now the property will apparently use the frequency for a single-channel trunked system.

Henry's Wrecker Service Modifies License

Henry's Wrecker Service has modified its license for 461.8250 to add the emission designator for DMR.

City of Laurel Modifies License

The City of Laurel has modified its public safety license. The system was changed from conventional to trunked, several frequencies were added, and emission designators for NXDN were added.

Unknown Event in Stafford - June 10

On Tuesday, the Stafford Sheriff Special Events talkgroups were active coordinating an unknown event. On Special Event 1, units mentioned a "hospitality tent" and "parachutists." Special Event 2 had medical/first aid units on it, even though it's supposed to be a Sheriff talkgroup. Units on this talkgroup briefly mentioned River Road.

Stafford Funeral June 6

Stafford Fire used a few talkgroups (Incident 4, Tac 4B, Command 4) on the county's trunked system for the funeral of Chief John McDonald, which was Friday, June 6. Based on the unit IDs seen, it appears there were other non-Stafford units on the system, possibly Naval District of Washington Fire Department units.

Spotsylvania June 6 Special Events

Spotsylvania Sheriff used Tac 2 (talkgroup 02-023 on the county's trunked system) for both the Law Enforcement Torch Run and for high school graduations on Friday, June 6.

Quicken Loans National Temporary License

Creative Communications has licensed several frequencies for the Quicken Loans National Golf Tournament at Congressional Country Club from June 23-29. The frequencies are listed as simplex, but at least some of the frequencies will probably be used as repeaters. Creative Communications has also been known to use DMR, even though the license lists the frequencies as analog.

Lillibridge Healthcare Service New License

Lillibridge Healthcare Services, located at Providence Hospital, was recently licensed for simplex on 451.2875, 456.2875, 451.3125, and 456.3125.

Walter Reed Army Institute of Research FCC App

The Walter Reed Army Institute of Research, located in Silver Spring, has an application pending before the FCC. The app calls for a DMR repeater on 452.2375.

I briefly monitored the Fairfax County P25 system for Celebrate Fairfax talkgroups on Saturday, and the only thing found was Coordination 2, which had Sheriff units on it. It's likely other Coordination talkgroups were active, as well as Coordination and/or Special Events talkgroups from the P16 system.
